Why are so many MSME bids rejected technically on the GeM Portal?

Almost 40% of bids submitted by MSMEs on the Government e-Marketplace (GeM) are disqualified during the technical evaluation phase. Most of these rejections are not due to product quality, but because of minor clerical errors or misunderstandings of compliance criteria.

Here are the top mistakes sellers make and how you can prevent them:


1. Missing or Invalid 'Make in India' (MII) Certificates

If a tender has a preference for local suppliers under the Public Procurement (Preference to Make in India) Order, you must upload a valid MII local content declaration.

  • The Mistake: Uploading a generic self-declaration without specifying the exact percentage of local content or the location of manufacturing.
  • The Fix: Ensure your certificate explicitly mentions: "Local content is X% and manufacturing/assembly takes place at address Y." For bids above ₹10 crores, this must be certified by a chartered accountant.

2. Failing the Turnover & Past Experience Criteria

Buyers set strict criteria for past experience (e.g., "Seller must have completed 3 similar works in the last 3 years").

  • The Mistake: Bidding without verifying if your Udyam registration or previous invoice values match the mandatory criteria.
  • The Fix: Use analytical tools to double-check past tender history. If you do not meet the criteria, seek out "MSME Exemption" clauses if the buyer has enabled them.

3. Catalog Pricing & L1 Evaluation Traps

Under GeM rules, L1 is evaluated dynamically based on the total bundled cost of the catalog items including shipping.

  • The Mistake: Setting individual item prices low but charging high delivery fees, or vice-versa, which shifts your rank from L1 to L2.
  • The Fix: Prior to bidding, run a mock catalog check. Check how L1 is calculated for bunched bids so you can adjust your margins beforehand.

4. Disregarding Corrigendum Updates

Buyers regularly post clarifications or extend bid end dates through Corrigendums.

  • The Mistake: Submitting documents based on the original bid document without incorporating the revised specifications posted in a corrigendum.
